Search "Unfair Clock Tactics" in the NCAA rulebook... http://www.ncaapublications.com/productdownloads/FR15.pdf exactly! so isn't it unfair to toledo that if there was NO penalty, it would've been 4th down and they would've gotten a chance... instead on the penalty the refs wound the clock Unfair Clock Tactics ARTICLE 3. The referee shall order the game clock or play clock started or stopped whenever either team conserves or consumes playing time by tactics obviously unfair.
