Without the government's help - Crop insurance - flood insurance - Medicare Part D - et al - would all break the insurance companies covering those things.

Eventually the government will have to help pay the claims on medical insurance and then they can get help control the premiums if the insurance companies do not have to worry about underwriting losses.  More stringent control of what providers can charge.  The providers will be able to do this if they do not have to worry about getting stiffed.

WASHINGTON — Senate Majority Leader Mitch McConnell on Monday updated the health care bill he is whipping votes for to penalize people who do not have insurance and wish to purchase it on the exchanges.

The new bill says that people who have lacked insurance coverage for 63 days or more must wait six months before reentering the marketplace. This change is meant to prevent a “death spiral” of healthy people waiting until they become sick to buy insurance, driving up costs for everyone. The Senate health care bill gets rid of Obamacare’s individual mandate that requires everyone to purchase health insurance or pay a fine.

So if someone doesn't buy insurance because the mandate has been removed forcing them to do so........................and they have a HUGE and  immediate  need for health care and no funds to pay............

What will happen?

You die.  But, this is clearly better than the mandate.
